• Frente al proyecto de resolución de Minambiente para la Sabana de Bogotá, el gobernador de Cundinamarca considera que persigue un propósito noble, pero efectivamente, necesita muchas precisiones.
(Cundinamarca, 9 de marzo de 2025) – En entrevista con los principales medios del país, Rey Ángel explicó qué está haciendo la administración departamental para responder al proyecto de resolución del Ministerio de Ambiente y Desarrollo Sostenible, que busca establecer un nuevo modelo de ocupación para la Sabana de Bogotá.
Aunque reconoció la importancia de preservar los ecosistemas estratégicos, el gobernador alertó sobre las restricciones y ambigüedades normativas que podrían frenar proyectos clave de infraestructura y desarrollo.
“Compartimos el objetivo de proteger el agua y el medio ambiente, pero el decreto necesita muchas precisiones. Esta resolución impondría más requisitos para licenciamientos ambientales y otorga competencias ambiguas a las corporaciones autónomas regionales, lo que podría retrasar o incluso bloquear proyectos estratégicos”, advirtió el gobernador.
Falta conversación y claridad en las reglas de juego
El mandatario subrayó que la discusión no debe centrarse únicamente en aspectos de forma, como la falta de socialización de la norma, sino en los impactos de fondo que tendría en la planificación territorial y el desarrollo de la región.
“Necesitamos una conversación amplia con la sociedad civil y la institucionalidad. Definir un modelo de ocupación de la Sabana no puede hacerse con una mirada unilateral ni a una escala inadecuada. Se deben establecer zonas estratégicas ambientales con criterios claros, pero también garantizar que la región siga siendo productiva y sostenible”, sostuvo Rey.
Actualmente, Cundinamarca aporta el 31 % del PIB de Bogotá y su desarrollo está marcado por dinámicas económicas y sociales que no pueden ignorarse. Según el gobernador, si no se establecen mecanismos adecuados, el crecimiento informal y la expansión desordenada continuarán siendo un problema latente.
“Hay que encontrar un equilibrio entre la preservación ambiental y el desarrollo sostenible”, afirmó.
El gobierno departamental analiza el borrador de resolución y presentará observaciones dentro del plazo establecido por el Ministerio, al tiempo que insistirá en la necesidad de ampliar el debate y ajustar la propuesta para lograr un consenso que beneficie a la región y al medio ambiente.
“Cuando ya esté en firme este acto administrativo, por supuesto que, de no corregir estas circunstancias de forma, entraremos a hacer las demandas respectivas”, concluyó el gobernador.
